You might have already checked this, but in the phone Settings> App info> Chrononograph> App Settings> Notification> to make sure both "Show notifications " and "App icon badges" are turned "On." < (back to App Settings) Permissions> to make sure everything is turned "On."
Also, when I have an app not performing up to par, I uninstall and reinstall it.
