Thanks for the input. I got these from a garage sale and they didn't know exactly what they were. I appreciate the help, I'm sure I'll have lot more questions. New to rifle reloading, only have experience with pistol reloading.

I work with 7 different collet die sets, and had a couple of others for cartridges I no longer shoot and there is no plastic insert at the bottom of the die. The unthreaded portion of the die body is too short for even the short collet dIe body. Also, the die body barrel is hollow, without feature. These have a step in them like either a bullet seating die or a non-factory crimp, crimp die.

This is the Lee Collet neck sizing Die.
You can see it does nothing to the shoulder.

Looks like Michael's right with the trim dies. They need to fix the case from rotating with the cutter, the O-rings are to accomodate for that.
On this cutaway you can guess the O-rings at the base of the die:

Yup I think you are right RD. I assumed the top knurled part was a cap but looking at the bottom picture looks like the hole is straight through and if the OP can confirm that we will know for sure.
