but the one thing I'm not so sure about is whether it should be encrypted as an "https" versus an "http"....I noticed my site is the old-school "http" so again, YMMV! +guns

Fyodor, I'm not a tech genius but maybe your location in Germany has something to do with the problem you are having accessing the server. I mean, and I am sure smart folks who know this stuff can chime in, isn't there some sort of deal where new changes to international interwebs laws have taken effect?

Maybe the fact that the website in question does not have a secure status (https versus plain old http) makes it a problem?

That was my first guess, too. But they don't have geoblocking active.

The only thing we can think of is whatever IP you have at the moment is blocked via htaccess ?

Have you tried a vpn like hidemyass.com?

See if that will get you there. If you had a static IP, it would be easily solved, but if it changes every day, it's a bit ore difficult
