Yes, it is. Static electricity is not dangerous for black powder, since its main composite is graphite, which is a good conductor. The CT Muzzleloader tried to build an electrically fired black powder rifle, and it was very challenging to get the powder burning. And the LEE parts all are non static in the first place. Smokeless powders would stick everywhere it it wasn't.
