I think the locking tab took a bit of effort to lock in place the first few times on mine. I don't think yours is defective (I can't handle it of course to make sure) I think it may need to be pushed harder until it clicks or snaps into place.

In my opinion the locking poise on the Lee Safety Scale is one of the best features available. I have a very nice Lyman D5 scale, but if I remove/replace the pan too quickly, or lightly bump the beam when replacing the pan, the 1/10 gr poise can jump. I once had to dump and recharge 40, 44 Magnum charged cases because the poise jumped .3 heavier, and I didn't know when it started (I often weigh most charges when nearing max. or for a load work up). Never had this problem with my Lee...
